Co-developing pathways towards climate resilience regions in Europe

Aim

The current and future impacts of climate change require a significant increase in attention and effort. Although there are inspiring examples of adaptation solutions, it is common practice to address issues through standalone risk reduction projects that utilize direct or existing policy levers. The Mission Adaptation and European Green Deal advocate for a systemic and transformative approach.

As a project supporting the Mission Adaptation, Pathways2Resilience will be contributing to the Mission’s objectives, namely:

  • Preparing and supporting the planning for climate resilience
  • Accelerating innovative transformations to climate resilience
  • Paving the way to demonstrating innovative transformations to climate resilience

Role of GIB

The Global Infrastructure Basel Foundation (GIB) is a Swiss foundation bringing in state-of-the-art expertise in the Climate Change Adaptation Mission’s Key Community Systems (KCSs), in particular Critical Infrastructure, as well as corresponding Key Enabling Conditions (KECs), such as mobilisation of sustainable finance, needed tools and regional networks. GIB mainly contributes to the development of services on Key Community Systems (KCS) to design climate resilience pathways and innovation agendas as well as to the development of support services to bridge the Adaptation Finance Gap.

Furthermore, GIB is engaged in several other European Union projects that are focused on Climate Mitigation and Adaptation, as well as on implementing Nature-based Solutions. In these projects, GIB plays a proactive role, coordinating efforts and looking for opportunities where these projects can complement and enhance each other’s results.

Challenge

The climate crisis is already having major effects on everyday life in Europe. We need to pay more attention to the current and future impacts of climate change. Adaptation efforts so far have not yielded enough outcomes while needs have increased significantly, widening thus need for adaptation actions.

There is a lack of knowledge, capacities and resources that would allow regions and cities to adequately respond to climate change.

Approach

Pathways2Resiliences takes an innovative systemic approach to regional climate resilience, which is inseparable from Europe’s future economic and social development. This approach intersects with net-zero commitments and requires a markedly different approach from the one adopted so far.

P2R aims to enable at least 100 regions and communities to co-design visions of a climate-resilient future and corresponding transformative, locally led pathways and innovation agendas. These will ensure long-term impact through political commitment.

This will be achieved by mobilizing regional interest and progressively elevating the ambition and capability of regions. P2R will also develop a Regional Resilience Journey framework and supporting services to equip regions and communities in developing climate resilience pathways and connected innovation agendas.

Additionally, €21M will be allocated across 100 regions and communities via three two open call cycles to support their journeys. P2R aims to trigger wide engagement of citizens and diverse stakeholders in the co-creation of the pathways. This will increase knowledge on adaptation innovations across Key Community Systems (KCS) and enabling conditions. Furthermore, P2R will boost literacy and access to innovative adaptation finance, and develop a Resilience Maturity Curve to baseline and monitor regional resilience capacities.

Pathways2Resilience contributes to the objectives of the Mission and of the Adaptation Strategy by helping the regions to:​

  • better understand their climate risks
  • develop their pathways to be better prepared and cope with the changing climate​
  • test and deploy innovative solutions needed to build resilience

Partners

Coordinated by EIT Climate-KIC, the initiative builds upon the expertise of 14 partners from 10 countries, leveraging a vast array of knowledge and expertise, as well as access to an extensive network of regions throughout Europe.​
It brings the combined strength of:

  • Regional network organisations – to engage and build a movement of Mission Adaptation regions and communities. (ERRIN, ICLEI, CKIC, Regions4, RCCC). ​
  • Technical expert organisations and designers of a transformative adaptation approach – providing the services to design pathways and innovation agendas to transform across KCS. (CKIC, Deltares, Tecnalia, IIASA, IIED Europe, ICLEI, Regions4, LGI, GIB)​
  • Adaptation finance experts – providing the services and latest state-of-the-art thinking on how regions can finance the adaptation ambitions for long-lasting impact.  (AUEB, PWA, LGI, GIB)​
  • Learning and capability building specialists – to support regional cohorts in building resilience capabilities along their journeys towards a climate resilient future. (CKIC, IIED Europe, ICLEI, RCCC, Regions4, GIB)​
  • Monitoring and innovation impact partners – to design an impact framework for benchmarking and assessing regional resilience maturity. (PPMI, IIED Europe, CKIC)
